However, he points out that he has felt pushed to take decisions that would allow the entity to get out of this “blockage”. “After thinking about it a lot, it seemed to me that the most appropriate thing was to resign so that the Institute can be a key piece”, he explained.
“Austere and without shrillness.” This is how Plan has labeled the work of the organization to respond to the criticism that pointed out that they have been criticized for not explaining enough what their tasks and achievements were. At the same time, he points out that all the legal obligations that pertained to them as a public administration entity have been fulfilled. “A lot of work remains to be done, we don’t have proposals for all the problems we detect,” says Pla. The director affirms that the success of the agency must happen because the role it plays is recognized, that it has access to resources and data and that there is collaboration with the public sector and civil society.
Before finishing his final speech, he defended that the National Housing Institute must be independent and that it must be detached from the electoral calendar and the life of public officials because this directly hinders the work of the body in the medium and long term. In order to exercise its independence, it has proposed that the budget is not defined by the Government, but by the General Council and that the positions of the steering committee, instead of lasting four years, have six or seven so that the disconnection with the electoral conditions is more accentuated In addition, he adds that “rudder bumps” in problems of this type can be a problem when it comes to finding answers beyond the short term.
