Moratorium on construction in La Massana

La MassanaThe construction moratorium in La Massana, approved by the full Council, has already entered into force. As of today, land subdivision licenses and new housing developments will no longer be granted. With this decree, the commune of La Massana gives the start to the adaptation process of the Urban Planning Plan. “Our intention is to start working on the adaptation of the POUP immediately. We have been working for some time to set up the team of professionals and, in addition, we will create a monitoring commission for this strategic project,” he said the senior consul, Eva Sansa.

The moratorium has entered into force, as the communal majority had already advanced, once the preliminary results of the load studies have been made available, which analyze the various parameters that indicate the parish’s capacity for growth. Of the different components analyzed, there are two limiting elements: on the one hand, the collector system, which should be adapted for sustainable growth of the parish; and, on the other hand, the potable water network, an issue that has been worked on since the last mandate. “Although several interventions have already been carried out and we have a very advanced engineering plan, the creation of new catchments is a long process, which involves a year and a half of work”, said Sansa, who affirms that “until unless these two limiting elements are resolved, new projects cannot be accepted.”

The proposal has been approved unanimously and the two opposition councilors have accepted the outstretched hand to move forward together with the adaptation of the POUP, indicating that they will be waiting to ensure that it is adapted to the load studies.

On the other hand, the full Council has given the green light to the installation of photovoltaic panels on the cable car walkway, for which a credit supplement of 27.9 thousand euros has been approved. The Minister of Works, Kevin Poulet, has explained that this action follows up on the sustainability plan, started during the last mandate, to boost self-consumption.

In the same session, an extraordinary credit of 355,000 euros was also approved for the stabilization works on Carrer del Bedre de Guiem, in Erts, “since a crack has been detected and although it is not critical at the moment we want to move forward with possible effects”, remarked Poulet.

Another item on the agenda was the approval of an extraordinary credit of 92,000 euros to allocate to the adaptation works of the shooting range, to be able to meet the necessary requirements to be able to carry out the tests of the Games of the Petits Estants, which will be held in 2025, as recalled by the minister for Education, Youth and Sports, Bet Rossell. The overall cost of the work amounts to 292,000 euros: 92,000 paid by the municipality of La Massana and the other 200,000, contributed by the Andorran Olympic Committee.

In the prayers and questions section, minority councilor Guillem Forné asked about the cancellation of the SAM music festival. The Consul Major, Eva Sansa, has stated that there will continue to be music for Sant Antoni, but not in the format of the festival, since the majority of the team considers it more positive for local artists to be able to perform as part of events that have a greater influx of public.

In today’s session, the tenth of Quart de Pal, Marc Call, took the oath of office. In this way, the taking of the oath is completed in the tenths of the different quarters.
