Specifically, the administrations complain that they are being blocked and that they have difficulty hiring technicians to draw up town planning plans and that many of the edicts published by the corporations in the BOPA remain empty. Gili explained that there had been some meeting with this institution and communications had been exchanged, but the answers they had received were “harsh letters” and with inappropriate attitudes and forms. The senior consul of Sant Julià, Cerni Cairat has stated that they are waiting for a response to a request for a meeting that was transferred to them. He also explained that they are suffering from a “blockage” and that they cannot stand still because “we need to promote measures to review our urban plans”.
