The Government, through the Public Land Business Entity (Sepes), has started this Tuesday the procedures to buy homes in areas affected by the DANA with the aim of allocating them to rehouse to those who have lost their home due to the floods. The public body, attached to the Ministry of Housingseeks to collect offers from companies and individuals to expand its park in the area and offer a temporary housing alternative to those most affected. For this, the Executive included 25 million euros within the package of measures approved last week to alleviate the effects of the natural disaster.
Sepes published this Tuesday the bases of the call for the acquisition of homes in the municipalities devastated by DANA, properties that will be dedicated to temporarily housing the families who have lost their habitual residence or whose house has been damaged. According to the latest official data, the Insurance Compensation Consortium has already registered 62,435 requests for damage caused to homes. Sepes emphasizes that the magnitude of the material damage caused, especially to buildings, makes the intervention of the administration necessary.
To make these purchases, the Government has transferred to Sepes 25 million euros that the public entity will use to acquire properties that are in a position to be occupied “immediately” or within a period “compatible” with the “urgency” of the tragedy. With this amount, the body attached to the Ministry of Housing will be responsible for the full cost of the acquisitions, including the payment of taxes and other expenses associated with the purchase. In fact, if it is necessary to carry out any “minor” work to adapt the home, Sepes will also bear the cost, as long as it is work that is agile enough to be able to cover the immediate needs of those affected.
The homes acquired by Sepes must meet a series of requirements, according to the bases of the call published this Tuesday. In addition to complying with state, regional and local regulations and having a certificate of habitability and requesting an energy certificate, the houses must have a minimum surface area of ​​35 square meters and have a kitchen, living room, at least one independent bedroom and a bathroom. They can be both new and second-hand properties, although in both cases they must be empty and free of charges and must be able to immediately contract water and electricity supplies. The owner can be either an individual or a company.
Interested parties who have properties of these characteristics in the areas affected by DANA and want to sell them to Sepes to relocate the victims may submit their proposal electronically from the moment the call is published. The period for registering offers is expected to last a maximum of ten months. Each home must be presented in an individualized proposal, although there will be no limit on offers. per person. It must be the owner who appears in the registry who submits the proposal to the call. Sepes will analyze and resolve each offer individually in order of entry.
