Andorra signs the agreement with Spain for a new international electrical interconnection

Andorra la VellaThe Council of Ministers has validated this Wednesday, at the proposal of the Minister of Foreign Affairs, Imma Torand of the Secretary of State for Energy Transition, Transport and Mobility, David Fornethe approval of the international agreement between Andorra and Spain for the realization of a new electrical interconnection.

The approval of this agreement represents the result of years of negotiations between both countries, which have been accelerated this legislature following the high-level bilateral meeting between the Head of Government, Xavier Spotand the President of the Government of Spain, Pedro Sánchezas well as the various technical meetings that Secretary of State David Forné has held with his Spanish counterparts. The new infrastructure makes it possible to increase the exchange capacity between the electrical systems with the aim of meeting, if applicable from the Spanish electrical system, the growing demands of the Andorran system.

In the next 10 years it is expected that there will be a moderate but continuous growth in the demand for electrical energy consumption. This increase is explained by the deployment of decarbonisation plans to promote the electrification of transport and the renovation of the heating systems of buildings, the main emitters of greenhouse gases in the country.

The agreements allow progress in the energy transition with the aim of achieving carbon neutrality by 2050. In addition, part of the energy demand will also come from the country’s economic growth. The new line will also contribute to maintaining the good supply quality indicators. The infrastructure is included in Spain’s Electricity Transmission Network Development Plan for the period 2021-2026.

The agreement foresees the implementation of a double circuit at 220kV from Adrall to the border with Andorra, the expansion and adaptation of the Adrall substation to 220kV, including the change of configuration and technology of the substation and the modification on arrival at Adrall of the Adrall-Llavorsí 220kV and Adrall-Cercs 220kV lines.

In addition, the construction of a 220 kV receiving station in the Runer river is planned for the reception of the energy coming from this new interconnection. The deployment of the infrastructure will be carried out by agreement between FEDA and Red Eléctrica de España (REE).

Once the agreement is approved, it will be signed between the two states. Once signed, it will have to be sent to the general trustee for parliamentary approval, as well as to the Princes for their information.
