He Madrid City Council announced this week the Reside plan that will regulate housing for tourist use (VUT) in the capital and will try to create more affordable housingimposing different regulations for the historic center that will include parts of the districts of Retiro, Arganzuela, Moncloa-Aravaca, Chamberí, Salamanca, Chamartín and Latina, and for the rest of the city.
The announced plan will operate with different regulations for the exterior and for the AP001 urban area which is, in the words of the mayor, “practically the entire central almond”, although in this case it is a larger space in the center of the capital than the which cover, for example, the restrictions of the Low Emissions Zone of Special Protection (Zbedpe) of the Center district.

The City Council will complement this by allowing a change of use up to 215 buildings for private use of the AP001 area to transform them into residential and make affordable rentals. However, to promote the rehabilitation of residential buildings, residential properties that have protection (listed), are in poor condition and located on non-commercial streets may temporarily house tourist apartments to help finance their rehabilitation.
