The Make Yourself Heard association has presented two complaints related to the flood in Valencia on October 29, one against the Júcar Hydrographic Confederation (CHJ) and another against Government Delegation in this autonomous community for alleged deficiencies in emergency management.
As reported this Friday by this entity, it has presented these complaints after several weeks of legal analysis on the response to the DANA that devastated the south of the Valencian capital.
The complaint against the CHJ focuses on alleged deficiencies in the forecasting and management of river flowswhich would have aggravated the impact of the storm, according to the organization. The complaint maintains that the lack of preventive measures exposed thousands of citizens to unnecessary risk.
“Lack of coordination”
The second judicial action, directed against the Government delegate in Valencia, Pilar Bernabéattributes a possible “inaction and lack of coordination in the activation of emergency resources”, a circumstance that, according to Hazte Oír, worsened the response to the catastrophe.
The association’s lawyer, José María Pérez-Roldán, stated that “this catastrophe exposed apparent deficiencies in water resources management and in the coordination of emergency devices”.
The organization does not rule out undertaking new legal actions against other organizations if their responsibility in managing the disaster is proven, for which they are awaiting the report from the European Meteorological Centre.
Hazte Oír stressed that these complaints are only the first measures of a process that will continue in a methodical and legal manner, with a mainly technical approach in its presentation.
