Andorra la VellaThe municipality of Escaldes-Engordany has unanimously approved a credit supplement of 323,306 euros to deal with the work of an underground car park on Avinguda del Pessebre. The communal corporation has needed to add more capital to the budget of this work, a building that is being built together with the participation of the Government for affordable rent, because it has encountered two cases that have appeared during the work.
On the one hand, some concrete structures have been detected while the drilling was being done that no one had considered to be on the ground. This has increased the cost by around 165,000 euros because the debris had to be removed and transported. On the other hand, smaller and shorter supports than usual had to be made because the neighbors put up some resistance to the placement of this structural element, which serves to give stability to the walls, because they were too long and had to pass under their buildings. This fact has meant an expenditure of 318,186 euros. All this means that the project is delayed for a period of five months and has a cost overrun of around 483,000 euros.
The councilors in the opposition have not raised any objection. For this reason they have approved this point. “Access to rent at affordable prices is one of the public’s concerns and we think that everything must be done to move this forward as quickly as possible,” argued opposition councillor, Anna Garcia.
Other credit supplements were also approved during the session. Among these, the green light has been given to go ahead with the reform work of the communal waste collection with a supplement of 271,000 euros. A part will be used to adapt a shed on the outside of the building that will allow the machinery that is currently kept inside to be stored.
The corporation has also approved an extraordinary credit of 65,000 euros for the contracting of the services necessary for the development, implementation and launch of a new institutional web portal.
The minor consul of the parish, Quim Dolsa, has explained that the website has become “obsolete” and has “serious security deficits” because it is “old and very insecure”, since it is more than fifteen years old. Dolsa has detailed that they evaluated the situation and that they believe that the game is a good price to be able to develop the project, which will be a web portal and will serve “as a gateway to the electronic headquarters”.
Gili assures that they will deliver an “incomplete” load study
The municipality and the Government maintain good relations even though the spokesman for the executive, Guillem Casal, criticized this Wednesday that the corporation has not yet delivered the load studies. This was stated by the Consul Major of Escaldes-Engordany, Rosa Gili. The consul explained that the “relationship is not bad” and that “there are no problems” between the two administrations. Gili explained that the load study has not yet been delivered because it ended up being extended because the technicians “coincided with the holidays”.
The consul has detailed that the file they will present will be “incomplete” and has given the responsibility to the Government because it is not clear “what the objectives are”. Gili has said that the executive already knows many things, such as that the capacity of the parish’s road network from 2022 already exceeds the recommended saturation index. He has also criticized the executive for the lack of concreteness on some issues, such as for example the treatment of waste water.
“It is not too clear to us whether new installations should be made or not, and, if they should be made, in which parishes they should be made”, declared Gili. In addition, the consul has commented that the executive has not said whether it will be necessary to open other educational centers depending on the population and has asserted that in “Escaldes there is no place to fit a land dump”. Gili has not given details on when the delivery will take place, simply expressing that it will take place “soon”.
