Andorra la VellaThe Government of the Generalitat approved this Tuesday the modification of the Decree that regulates the discounts in the Cadí Tunnel for residents of Alt Urgell, Cerdanya and Berguedà. The goal is improve the free system and facilitate mandatory local mobility in this area, applying measures aimed at modernizing and digitizing the system to guarantee its appropriate use. In addition, it includes theextension of cases to be able to be a beneficiary. The measurements will enter effective next Monday, November 4.

Beneficiaries, prior registration, can be people with habitual residence in any of the municipalities of the three counties who carry out regular local compulsory mobility journeys in this area (with origin and destination in these counties).
Currently, 22,000 residents of Berguedà, Cerdanya and Alt Urgell they are beneficiaries of the discounts in the Cadí tunnel. One out of every 4 daily traffics registered by the Tunnel corresponds to a resident person, so the 100% discount is applied to around 1,900 daily traffics.
Change in the payment system
The system now approved, which will be progressively adapted, will make it possible for the management of requests, accreditations, registrations and the renewal of documentation, as well as communication with users, to be carried out through a new web platformwhich will enter in operation on March 31, 2025. While this is not available, users will continue to carry out any procedure in relation to the discount for residents through the channels currently enabled by the county councils, where face-to-face service will be maintained.
On the other hand, to benefit from the discount, registered people must do the toll payment via the Via-T dynamic system or via mobile phone (Awai free mobile app for personal use). For people who register, this measure will be applicable from November 4, 2024. For people already registered who are registered with a bank card, there will be a transition period until June 30, 2025. For the application of the discount, the beneficiaries must notify the numbering provided by AWAI to the corresponding County Council.
The free toll will be applicable to up to two different vehicles for each resident (two registrations) and up to four daily journeys per resident and means of payment.
Improved data protection
One of the innovations is that data protection is improved and the documentation to certify the status of beneficiary is simplified according to the purpose of the discount. Thus, it will no longer be necessary to provide the DNI, the certificate from the corresponding City Council that you are up-to-date with the payment of municipal taxes or the certificate from the bank issuing the dynamic means of payment.
Documentation certifying compliance with the access requirements it will be renewed every three years. The beneficiary will be deregistered from the system if they no longer meet the requirements or if inappropriate use of the system is detected.
Likewise, the current conditions to benefit from the free i two assumptions are added: in case of being one liberal professional host to mutual schools that carry out economic activity in person in any of the municipalities of the three counties, or be a person aged 67 or over that has a primary care center (CAP) assigned to any of the municipalities in the Alt Urgell, Cerdanya or Berguedà counties.
Mandatory migration to the new payment system
People currently registered, who maintain the status of beneficiary according to the situation for which they accessed, have time to provide the registration number(s) of the vehicle and migrate, if applicable, to a dynamic means of payment, until June 30, 2025 .
