Spain approves the Civil Protection Strategy in which it includes for the first time the “war risk” and “hybrid” threats

Two months after being approved, the National Civil Protection Strategy for the next five years was published this Wednesday in the BOE. And on this occasion he has done it with a new concept: the war risk. The document, which develops the actions that the General Administration of the State must carry out in the field of public security, analyzes the main threats to Spain and recognizes that at this time we are facing an “uncertain scenario” marked by the “confrontational dynamics” in the world.

The first specific citizen protection plan in the event of a possible war conflict is part of the II National Civil Protection Strategy, a five-year initiative that the National Security Council approved on October 15. The strategy, which replaces the one in force between 2019 and 2024, identifies for the first time the “war risk” within civil protection emergencies and contemplates the formulation and publication of “specific plans that are currently being worked on”.

The strategy includes how “increased use of hybrid strategies” through “coordinated actions” that “try to exploit the vulnerabilities of States and their institutions with the objective of destabilization or political, social or economic coercion.” These strategies are characterized by the difficulty of attributing authorship and by using means that may include, in addition to conventional actions, others such as “disinformation campaigns, cyberattacks, espionage, social subversion, sabotage, economic coercion or the asymmetric use of military means.” .
